In Memory of Cecile Affleck

Cecile Affleck

Longtime CEC member and leader Cecile Affleck dedicated her career to advancing inclusive education and creating opportunities for all students in Manitoba, Canada.

Cecile’s career as an educator began after she earned her bachelor’s degree in education, with a focus on early years, from the University of Manitoba in 1994. After moving to the northern Canadian town of The Pas in 1996, Cecile advocated for the University of Manitoba to offer post-baccalaureate special education courses by correspondence. Her advocacy expanded access for educators in remote communities and enabled her to continue her own studies. She earned her Post-Baccalaureate Certificate in Special Education in 1999.

Cecile went on to serve as Student Services Coordinator for the Kelsey School Division. After moving to Carman in 2013, she became principal of Roland School and later Carman Elementary School. A lifelong learner, Cecile continued her own education and achieved a longtime goal when she completed her master’s degree in education in 2025.

Cecile also brought her passion for inclusion to CEC, where she served as President of the Manitoba Council for Exceptional Children and remained an active member of its board throughout her life.

CEC honors Cecile for her dedication to students and educators, her service to the CEC community, and her lifelong commitment to education and inclusion.
